What Subpart CC Covers
OSHA 29 CFR 1926 Subpart CC is the federal standard governing **cranes and derricks in construction**. It replaced the decades-old 1926.550 rule in 2010 and applies to power-operated equipment used in construction activity that can hoist, lower, and horizontally move a suspended load.
It covers a broad range of equipment — mobile cranes, tower cranes, overhead/gantry cranes, derricks, and articulating boom cranes — and it assigns specific duties to employers, operators, signal persons, riggers, and the controlling entity on a jobsite. Understanding which sections apply to your role is the foundation of compliance and of most NCCCO exam questions.
Operator Qualification & Certification (1926.1427)
Section 1926.1427 requires operators of equipment covered by Subpart CC to hold a **nationally recognized certification**, and NCCCO is the most widely accepted certifying body. Operators must be certified for the type and capacity of equipment they operate, and employers must verify the credential before allowing operation.
The rule also defines an employer qualification option for certain equipment and a phase-in for certification, but on virtually every commercial jobsite today, an NCCCO certification (or equivalent) is the baseline requirement. Our NCCCO certification guide walks through the full path.
Signal Person Qualification (1926.1428)
A signal person is required whenever the operator cannot see the load, the point of operation, or the travel path clearly. Section 1926.1428 requires the signal person to be **qualified** — either through a third-party certification (like NCCCO Signal Person) or through the employer’s documented evaluation of the individual’s knowledge of signals, crane dynamics, and the ability to communicate clearly.

Rigger Qualifications (1926.1425 & 1926.1426)
Subpart CC recognizes two categories of rigger: a **qualified rigger** (required for assembly/disassembly and for synthetic sling picks) and a **competent rigger**. A qualified rigger understands rigging equipment, hitch selection, load weight estimation, and sling angle effects, and is required whenever the load weight, balance, or configuration is not obvious.
NCCCO Rigger Level I and Level II certifications map directly to this requirement and are the most recognized third-party proof. Employers may also document their own qualification evaluations, but general contractors increasingly require the NCCCO credential.
Assembly & Disassembly (1926.1404)
Section 1926.1404 governs the assembly and disassembly of crane equipment — a high-hazard activity. It requires a manufacturer or qualified person’s procedure, a designated A/D director (qualified person) on site, and specific steps for boom assembly, jib installation, and counterweight handling.

Power Line Safety (1926.1407–1410)
Power line contact is one of the leading causes of crane fatalities. Subpart CC imposes strict requirements for working near energized power lines: minimum clearance distances, the use of dedicated spotters, barricades, and — when clearance cannot be maintained — coordination with the utility to de-energize or insulate.

Employer & Operator Duties
Subpart CC distributes responsibility. The employer must ensure equipment is inspected, operators are certified, signal persons and riggers are qualified, and procedures (A/D, critical lifts, power line work) are followed. The operator must conduct pre-operational inspections, refuse unsafe lifts, and operate within the manufacturer’s load charts.
The controlling entity coordinates ground conditions and multi-crane lifts. Everyone on the lift has stop-work authority when conditions are unsafe — a core safety culture principle we reinforce in every on-site program.
How Subpart CC Aligns with ASME B30
OSHA’s rule was built largely from the ASME B30 series of voluntary consensus standards. Where OSHA sets the legal floor, ASME B30 (B30.5 for mobile cranes, B30.3 for tower, B30.17 for overhead, B30.26 for rigging hardware) provides the detailed operational guidance.

Who needs certification under OSHA 1926.1427?

What equipment is excluded from Subpart CC?
Subpart CC excludes certain equipment such as machinery originally designed for hoisting personnel (tubular welded frame scaffolds), equipment used in general industry (covered under 1910), and some specifically listed items in 1926.1400. Most construction crane work is covered.
How long does operator certification last under OSHA?
OSHA does not set a single expiration, but nationally recognized certifications like NCCCO are valid for 5 years. OSHA requires operators to recertify per their certifying body’s schedule, so an expired NCCCO card means the operator is no longer qualified.
Can an employer qualify their own signal person?
Yes. OSHA allows an employer to document their own evaluation of a signal person’s knowledge and ability under 1926.1428. However, third-party NCCCO Signal Person certification is more portable and is required on many commercial jobsites.
Does Subpart CC require rigging certification?
Subpart CC requires a qualified rigger for assembly/disassembly and synthetic sling picks, but it does not mandate third-party certification. NCCCO Rigger Level I/II is the most recognized way to demonstrate qualification, and many contractors require it.
